David Hahn has asked the Transportation Safety Board to recommend to the federal transport minister that all Canadian ferry operators be able to conduct mandatory drug tests on all employees in safety-sensitive positions. Hahn’s request comes after a safety board report revealed that some crew members regularly smoke marijuana both on and off the ship they are working on between shifts. The issue, Hahn argues, is of  “public safety over human rights.” However, Transport Minister Lawrence Cannon countered that BC Ferries already has the power to conduct employee drug testing under current legislation. Dissenting opinions exist on the issue, however, including Murray Mollard, the executive director of the B.C. Civil Liberties Association. According to Mollard, “What [drug testing] will tell you is that some time in the recent past this person had ingested a particular drug,” and is thus inappropriate.
